This would signify that it failed Quality Control to be used as a combat helmet but could be relegated for non combat use. This shell was purchased from Poland and battlefield salvaged. No original paint existed, the shell was affected by rust and shows pitting inside and out with only a couple of pin holes evident. The folded rim of the shell was rusted
